<br />At a regular meeting of the City Council held on January 24, 1978, there were present:

<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elli~, Jr.,
<br />James W. Holley, Edward L. Oust, Jr., Robert W. Wentz, Jr., R. T. Williams,
<br />City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> Rev. C. W. Cuffee, Pastor, Temple of Prayer Baptist Church~ opened the meeting with praye~,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Early, the minutes of the called meeting of
<br />January 9, 1-978~ and regular meeting of Janury 10, 1978, to be approved as received, was
<br />by unanimous vote.

<br /> ?8-24 - Mayor Davis presented Certificates of Appreciation to Mr. L. L. Knight Commending
<br />him for services on the Industrial Development AUthority and Port and Industrial Commission.
<br />
<br /> Capt. Phillip Enrico, former member of the Norf01k/Portsmouth Citizens Committee for
<br />Economic Development, was not present to receive his Certificate of Appreciation.
<br />
<br /> 78-25 - Mayor Davis presented proclamation to Mr. Gary Pope, Sr., Scoutmaster for Troop
<br />215, declaring "Boy Scout Week", February S thru F~bruary 12, 1978. Paperweights were
<br />presented to Timothy V. Gregory, Troop 215 and Maurice A. Cullen, Troop 251, ha~ing attained
<br />the rank of Eagle Scout, Boy,Scouts of America.
<br />
<br /> 78-27 - Cdr. David A. Corey,~Ret., Chairman of the Clean Community Commission, made a
<br />very informative presentation on the Clean Community Program which is being conducted through-
<br />out the City.
<br />
<br /> 78-28 "Consideration of a resolution reaffiriming the City Council's support of the
<br />Clean Community ~ System~ and encouraging all of the citizens of Portsmouth to pm~ticipate
<br />in this project."
<br />
<br /> On motion of Mr. Oast and~seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION EXPRESSING CONTINUED SUPPORT FOR THE PORTSMOUTH CLEAN COb~4UNITY
<br />PROGR~ AND ENCOURAGING ALL PORTSMOUTH CITIZENS TO PARTICIPATE IN THE CLEAN
<br />COMMUNITY WORKSHOPS PROMOTING THE PROJECTS IN THE COMING YEAR.
<br />
<br /> WHEREAS, the Portsmouth City Council continues to support the Clean Community System;
<br />and
<br />
<br /> WHEREAS, the Clean Community Commission has been duly appointed and has begun its work;
<br />and
<br />
<br /> WHEREAS, the Commission consists of volunteer members from all walks of life and all
<br />parts of our community; and
<br />
<br /> WHEREAS, these volunteer members have demonstrated their willingness to promote a program
<br />to result in a cleaner and more attractive Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED
<br />Community System in appreciation of

<br />that the City Council reaffirm its support of the Clean

<br />City Manager, the proposed rate increases were adopted, and by the following vote:

<br /> 78-4 The following ordinance approved on first reading at the regular meeting
<br />January 10, 1978, was taken up and read:

<br /> "AN ORDINANCE TO APPROPRIATE $120,526 FR~ THE GRANTS FUND TO PROVIDE A FIRE
<br /> PREVENTION EDUCATION PROGRAM FOR THE CITY SCHOOLS, RENOVATION OF THE COLONY
<br /> THEATER AND THOMAS JEFFBRSON SCHOOL AND RENOVATIONS AND IMPROVEMENTS TO RECREA-
<br /> TION CENTERS AND FACILITIES.
