Taytoe, Jr., City Attorney. <br /> <br />Absent: Archie Elliott, Jr. <br /> <br />78-63 Public Hearing on rezoning applications, an application for a use permit and <br /> amendments to the Zoning Ordinance: <br /> <br />(a) Use Permit UP 77-8 Petition of Roy E. Broglin, Owner. <br /> <br /> Motion of Mr. Holley seconded by Mr. Early, to concur in the recommendatin of the <br />Planning Commission, the petition was den~ed, and by the following vote: <br /> <br />Ayes: Barnes, Early, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />(b) Zoning Petition Z 78-1 Petition of Robert P. Bradley, Owner. <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 78-1" <br /> <br />(c) Zoning Petition Z 78-2 Petition of Construction Associates, Inc., by Agent <br /> C. Raeford Eure. <br /> <br />Mr. Glen Gray, an Officer of Construction Associates, Inc., spoke for the petitioner. <br /> <br />Motion of Mr. Holley and seconded by Mr. Barnes, to approve on first reading. <br /> <br /> Subs~itfite motion of Mr. Early and seconded by Mr. Wentz, <br />a report to be furnished at the next Council meeting (February <br />by the following vote: <br /> <br />the matter to be deferred and <br />28, 1978), and was adopted <br /> <br />Ayes: Early, Oast, Wentz, Davis <br />Nays~ Barnes, Holley <br /> <br />(d) Zoning Petition Z 78-3 Petition of Lucille G. Griffin and Susan D. Vincent, <br /> Owners. <br /> <br /> Morton V. Whitlow, Attorney for the petitioners, requested the matter to be deferred <br />until facts could properly be presented to Council. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Early, the petition to be referred back to the <br />Planning Commis§ion, and was adopted by unanimous vote. <br /> <br />(e) Zoning Petition Z 78-5 <br /> <br />Petition of the Cath6iic Diocese of Richmond, by Joseph <br />N. Koury, Jr., Executive Director of the Catholic Family <br />and Children's Service. <br /> <br /> On motion of Mr. Barnes ~¢l~ded by Mr. Early, to concur in the recommendation of <br />the Planning Commission, the/oraznanc~ was approved on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 78-5" <br /> <br />(f) Zoning Petition Z 78-6 Petition of A. Lancaster, Jr., Owner. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Barnes, to concur in the recommendation of the <br />Planning Commission, the petition was denied, and by the following vote: <br /> <br />Ayes: Barnes, Early, Holley, Oast, Wentz, Davig,~ <br />Nays: None <br /> <br />(g) Zoning Petition Z 78-7 Petition of F. Gordon Griffin, eta~ by Attorney Dean W. <br /> Sword. <br /> <br /> Dean W. Sword, Attorney, 1310 Rodman Avenue, spoke for the petitioner and did not concur <br />in the recommendation of the Planning Commission and presented the following petition: <br /> <br />'"We, the undersigned citizens of the City of Portsmouth, do hereby petition the Council <br />to approve the rezoning petition Z 78-7 which seeks to re5one a parcel on Churchland <br />Boulevard between Georgetown Apartments and Grove Baptist Church from R-75 to C-1. Signed by <br />Diane Drewry, 4217 Summerset Drive and others." <br /> <br />The following spoke in favor of the petition: <br /> <br />Mrs. Rachel Benzie, Owner of Benzie Realiy~ 3217 Western Branch Boulevard. <br />Robert M.
