Saunders Early, Jr., Archie Elliott, Jr., Edward L. Oast, <br />Robert W. Wentz, Jr., Robert T. Williams, City Manager, Gordon B. Tayloe, Jr. <br />City Attorney. ' <br /> <br />Absent: Jack P. Barnes and James W.
