Saunders Early, Jr., <br />James W. Holley,~Edward L. Oast, Jr., Robert T. Williams, <br />Tayloe, Jr., City Attorney. <br /> <br />Archie Elliott, Jr., <br />City Manager, Gordon B. <br /> <br />Absent: Robert W. Wentz, Jr. <br /> <br /> 78-180 - Public Hearing on rezoning applications, a use permit application and four <br />propasals for amendments to the text of the Zoning Ordinance: <br /> <br />(a) Zoning Petition Z 78-4 <br /> <br />Peti. tion of the Catholic Club,Inc.; by President Nichotas <br />T. Smith. <br /> <br /> Nicholas T. Smith, President of Catholic Club, spoke for the petition and requested that <br />the Club be allowed to remain and included in the Towne Square Project. <br /> <br />Fice Mayor Wentz arrived at the meeting at 7:42 p.m. <br /> <br /> John Paul Hanbury, Architect, spoke regarding relocation of the Naval Museum and that <br />a favorable site for the Museum would be adjacent to the Court House and Art Center, but <br />there was no emergency to extend the Historic Zone at this time. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, that the matter to be tabled, and was <br />adopted by unanimous vote. <br /> <br />(b) Zoning Petition Z 78-10 Petition of Thomas W. ~ Lillian P. Butler, Contract Owners, <br /> by Agent Joyce G. Gibson. <br /> <br />Danny Smith, Attorney, representing the petitioners, spoke for the petition. <br /> <br />Mrs. Doris Felton, 243 Cypress Road, spoke and presented the following petition: <br /> <br /> "The undersigned residents of property located near the corner of Portsmouth Boulevard <br />and Cypress Road, Portsmouth, ~Virginia are in favor of the zoning changes proposed by Thomas <br />W. and Lillian P. Butler, Contract Owners, to be presented at a Public Hearing of the Portsmout] <br />City Council on Monday, June 12, 1978. <br /> <br /> The undersigned authorize Thomas W. and Lillian P. Butler or their attorney, Danny K. <br />Smith, to speak on their'beha~concerning the proposed zoning changes specified in Petition <br />Z-78-10, Signed by Mr and Mrs. L. C. Fritsch, 5752 Portsmouth Boulevard and others." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, the matter to be deferred to the first <br />public hearing after tha.~ddption,on sonditional zoning, and was adopted by unanimous vote. <br /> <br />(c) Zoning Petition Z 78-11 Petition of Ronal~ Herrod, by Agent Lee M. Coppedge. <br /> <br /> Motion of Mr. Early and seconded by Mr. Barnes, to concur in the recommendation of the <br />Planning Commission, the petition was denied, and by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />(d) Zoning Petition Z 78-12 <br /> <br />Petition of Portsmouth Redevelopment ~ Housing Authority, <br />by Planning Officer Richard A. Heimbach. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 78-12" <br /> <br />(e) Zoning Petition Z 78-15 Petition of City Planning Commission, by Planning Director <br /> J. Brewer Moore. <br /> <br /> On motion of Mr. Wantz'and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 78-13'' <br /> <br />the <br />at <br />was <br /> <br /> (f) Use Permit UP 78-1 Petition of James H. Coppage, by Contract Owner Elizabeth <br /> Thornton. <br /> on first reading <br />Motion of Mr. Barnes and seconded by Early, that UP 78-1 to be approved/contingent upon <br />owner remodeling interior and exterior, as shown on the plans as submitted to the Council <br />this public hearing, in addition to the other conditions that the use permit requires, and <br />adopted by unanimous vote. <br /> <br />(g) PROPOSAl TO ~MEND LIST OF USES PERMITTED IN RESIDENTIAL R-60, R-60-A, ~YD <br /> <br /> COMMERCIAL C-3 ZONING DISTRICTS: <br /> Housing for the elderly. <br /> <br /> Motion of Mr. Early and seconded by Mr. <br />Planning Commission, to be approved on first <br /> <br />Barnes, to conzur in the <br />reading, and was adopted <br /> <br />recommendation of the <br />by unanimous vote. <br /> <br /> <br />
