<br /> Rev. Larry Schmidt, Pastor, Redeemer Lutheran Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Davis welcomed ail visitors in attendance, and congratulated the re-election of
<br />Councilman Oast and Elliott, and the election of Mr. Gray to the Body(City Council).
<br /> Motion of Mr. Early and seconded by Mr. Elliott, the minutes of the called me6ting'of
<br />June 2?, 1978; minutes of the regular meeting of June 27, 1978, to be approved as received
<br />was adopted by unanimous vote. '

<br />?8-224 Eteetion of Vice Mayor - Mayor Davis asked for nominations.

<br />Dr. Holley was elected for a two year term as Vice Mayor.

<br /> Dr. Holley presented Mayor Davis w~th a gift from the Mayor of Fredericksburg, Lawrence
<br />A. Davis, book titled "Frederick~hmrg"onthe .history of the city. Dr. Holley participated at
<br />a meeting of the Cle~n Commuity Commission of Fredericksburg, in the absence of Mayor Davis.

<br /> ?8-225 Mr. BilLHelms, President of Virginia District Exchange Elubs, presented to
<br />Mayor Davis ~he "Distinguished Virginian Award" in recognition of service to the City of
<br />Portsmouth and Commonwealth of Virginia.

<br /> 78-226 Mayor Davis presented to/City Manager the "First Annual Mayors' Awards" thRt he
<br />received from the Alliance for Volunteerism whic~ was presented at tbs United States Conferenc~
<br />of Mayors Annual Meeting in Atlanta, Ga. to the City of Portsmouth in recognition of outstanda
<br />leadership in the development and support of citizens volunteerism.

<br /> 78-227 - Mayor Davis presented the following resolution to Mr. John C. Wallace, upon his
<br />retirement as City Assessor:
<br />
<br /> "WHEREAS, John C. Wallace has served the City of Portsmouth for a period of seventeen
<br />years; and
<br />
<br /> WHEREAS, during his tenure and as a result of his guidance and dedication, the Portsmouth
<br />City Assessor's Office has extensively increased the quality and quantity of the services
<br />rendered to the citizens of Portsmouth; and
<br />
<br /> WHEREAS, the citizens of Portsmouth are deeply indebted to John C. Wallace for his diliz_
<br />gence on their behalf from which they have greatly benefited.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council
<br />18th day of-July, 1978, that the dedicated public
<br />with s~ncere gratitude and appreciation.

<br /> A fishing rod was presented to Mr. Wallac~ as a retiremant gift.

<br /> 78-228 - Mayor Davis congratulated Miam Margaret E. Jones, City Treasurer, for being the
<br />recipient of the "1977-78 Treasurer of the Year" Award for Outstanding Service to the Treasure~s
<br />Association of Virginia, and presented her with a paperweight as a memento for this recognitim~.

<br /> 78-229 - Mayor Davis presented Certificates of Appreciation to f~ following former
<br />members of Boards and Commissions:

<br /> Mrs. Beulah L. Carey and John R. St. George, Jr., of the Citizens Advisory Committee;
<br />Raymond Turner and L.Ralph Micks of the School Board; Leo Antonucci of the Parks and Recreatio~
<br />Ms. Pauline Carter and Mrs. Virginia P. Belcher of the Senior Citienns Commission. Mr. St.
<br />George and Mrs.~ Belcher were not present to receive their recognition.

<br /> Mayor Bavis thanked those present for the services they had rendered while serving
