<br />Planning Commission, UP 78-3 was approved on first reading, and by unanimous vote.

<br /> (f) CP 78-1 - AFTON SQUARE STUDY.
<br />
<br /> Motion of Mr. Early and seconded by Mr. Holley, to concur in the recommendation of the
<br />Planning Commission, CP 78-1 approved and was adopted by unanimous vote.
<br />
<br /> (g) CP 78~2 - COLONEL CRAWFORD COMMON DOWNTOWN REVITIALIZATION PLAN.
<br />
<br /> James S. Hartley, 43 E. Pollux Circle, representing NOrfolk Naval Shipyard, stated Capt.
<br />AlfredKurzenhauser, Commandant of NNSY, sent his moral suppOrt for the Plan and reques]ted whlen
<br />considering the proposed traffic circulation, to take in account the effect it might have on
<br />shipyard traffic of the shipyard employees. Mr. Hartley complimented the Council on this type
<br />.2f plan.
<br />
<br /> Arthur Segal, President of Downtown Portsmouth Association, spoke in support of the Plan.
<br />
<br /> Herman L. Rapoport, President of Quality Sh~p, expressed apprenhension as to some areas
<br />of the proposed Plan.
<br />
<br /> Robert Albertson, 417 Middle Street, spoke in opposition of the proposed plans for a mall
<br />on Dinwiddie Street, between King and High Streets and bus terminal at High'and Court Streets.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Early, to concur~in the recommendation of the
<br />Planning Commission, to approve the conceptual document CP 78-2, and was adopted by unanimous
<br />vote.
<br />
<br />(h) CP 78-3 - PORTSMOUTH COMPONENT OF REGIONAL BIKEWAYS P'LAN
<br />
<br /> Motion of Mr. Barnes and a~conded by Mr. Early, to concur in the recommendation of ,the
<br />Planning Commission, regional bikeway in the Churchland area to be approved, and was adopted
<br />by unanimous vote.
<br />
