<br /> Rev. Otis Zirkle, Pastor, Holy Communion. Lutheran Church, opened the meeting with prayer
<br />followed by the Pledge of Allegiance to the Flag.

<br /> ~&~e Mayor Holley presided in the absence of Mayor Davis, and welcomed all visitors in
<br />attendance.

<br /> Motion of Mr. Gray and seconded by ~4r. Barnes, the minutes of the Public Hearing on
<br />August 7, 1978; minutes of the regular meeting of August 8, 1978, to be approved as received
<br />was adopted by unanimous vote. '

<br /> Rev. Nathan Thomas, 4116 Twin Pines Road, spoke concerning the assist~.~a~ce heeded in all
<br />areas of Twin Pines and priority should be considered.

<br /> Johnny M. Clemons, 5805 Dunki~Street, sp6ke regarding the basic needs for the Croziers
<br />ville area.
<br />
<br /> DeLacy Stith, representing the Portsmouth Branch, NAACP, spoke regarding the timing of
<br />decision to incorporate the disbursement of the funds under the Community Development Project
<br />and blight in the Old Fisher Hill Cemetery; housing conditions Of the corridor along the
<br />Southside Community-and what plans the city has for moderate housing.

<br />Vice Mayor Holley presented the following statement:
<br />
<br /> 'lhe Proposed Cradock Conservation Plan which will

<br /> One of the primary goals of this Council has been the revitalization of the City's aging
<br />housing stock. The proposed program tonight represents another step forward in this direction
<br />This program is not unique in the fact that intense citizen participation has been an integral
<br />~p~rt of this effort since planning was begun on this program some time ago. Through the el-
<br />-forts of the City Planning Department, the original portion of the Cradock community has been
<br />named as an Historic District. As a progression from that designation, the Redevelopment and
<br />Housing Authority has undertaken an intensive review of this area to determine if it was suit-
<br />able for overall conservation treatment, again w%th the indepth involvement of the community.
<br />In fact, I would be ~emiss if I did not make note of the fact that one of our newly elected
<br />Councilmen, Mr. Robert Gray, was formerly the president of the Cradock Property Owners Associ-
<br />ation which is the vehicle for citizen participation in the area. The information that will
<br />be presented tonight is the result of this liaison and study."

<br /> Mr. Herbert K. Bangel, Chairman, Portsmouth Redevelopment~ ~nd, Housing A~tkority,
<br />presented th~following statement:
<br />
<br /> "As Vice Mayor Holley has pointed out, the proposed Cradock Conservation District has
<br />been the subject of considerable planning and coordination between the City and Authority
<br />staffs and, most importantly, residents of the neighborhood represented by the Cradock Propert
<br />Owners Association. While many of you attendng the meeting may be familiar with the informa-
<br />tion that will be presented tonight, this hearing is nonetheless important since it will pro-
<br />vide the necessary ~nput to assist the City Council and the Board of Commissioners in their
<br />subsequent determination whether to formally authorize the Authority to carry out this conser-
<br />vation program in the Cradock neighborhood and to make this program a formal part of the City'
<br />OVerall Community Development Program.
