ORDINANCE NO. 2026-54 <br />AN ORDINANCE CLOSING CERTAIN CITY -OWNED OR CONTROLLED <br />DOCKING AREAS TO PUBLIC USE FOR THE SAIL VIRGINIA 2026 EVENT. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That notwithstanding the provisions of the Portsmouth City Code, berthing <br />and/or docking at or along the High Street Inlet, the North Harbor, or the Portsmouth <br />Seawall (collectively the "City -Owned Areas") during the period from 12:00 P.M. on June <br />15, 2026 through 12:00 P.M. on June 23, 2026 (the "Closure Period") will be permitted <br />only upon approval of the City Manager in accordance with such rules and regulations as <br />the City Manager may adopt for said period. <br />2. That in addition to any other remedies available at law, the City Manager <br />and the Chief of Police, or their designees, are hereby authorized to cause any vessel which <br />berths or docks at or along a City -Owned Area during the Closure Period without approval <br />to be towed at the expense of the owner of said vessel. All charges or expenses incurred <br />by the City of Portsmouth in causing said vessel to be towed and/or stowed after said <br />towing shall constitute a lien against said vessel until paid. <br />3. That the provisions of this ordinance shall not apply to the HRT public ferry <br />service or to the event participant ships Lady Maryland, Gazela, L'Intrepide, and Elissa. <br />4. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on May 26, 2026. <br />Teste: <br />City Clerk <br />
