ORDINANCE NO. 2026-49 <br />AN ORDINANCE ACCEPTING A DAM SAFETY AND FLOODPLAIN <br />MANAGEMENT PROGRAM GRANT IN THE AMOUNT OF $301,789 FROM <br />THE VIRGINIA DEPARTMENT OF CONSERVATION AND RECREATION <br />AND APPROPRIATING SAID AMOUNT IN THE DAM UPGRADES PROJECT <br />IN THE WATER CATEGORY OF THE FY 2026 CAPITAL IMPROVEMENT <br />FUND BUDGET FOR THE PREPARATION OF A PRELIMINARY <br />ENGINEERING REPORT FOR THE LAKE COHOON DAM. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it hereby accepts a Dam Safety and Floodplain Management Program <br />grant in the amount of $301,789 from the Virginia Department of Conservation and <br />Recreation and appropriates said amount in the Dam Upgrades Project in the Water <br />Category of the FY 2026 Capital Improvement Fund Budget. <br />2. That the funds shall be used for the preparation of a preliminary engineering <br />report for the Lake Cohoon Dam. <br />3. That a local match in the amount of $162,501.77 is required as a condition <br />of the funding, which match has previously been appropriated in the FY 2026 Capital <br />Improvement Fund Budget. <br />4. That the State Aid revenue source in the Dam Upgrades Project in the Water <br />Category of the FY 2026 Capital Improvement Fund Budget is increased by $301,789 and <br />the Bond revenue source in the Dam Upgrades Project in the Water Category of the FY <br />2026 Capital Improvement Fund Budget is decreased by $301,789. <br />5. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on May 26, 2026. <br />Teste: <br />City Clerk <br />
