ORDINANCE NO. 2026-36 <br />AN ORDINANCE ACCEPTING STATE OPIOID RESPONSE GRANT FUNDS IN <br />THE AMOUNT OF $81,530.40 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2026 BEHAVIORAL <br />HEALTHCARE SERVICE FUND TO SUPPORT RECOVERY SERVICES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts funding in the amount of $81,530.40 from the Virginia <br />Department of Behavioral Health and Developmental Services and appropriates said funds <br />in the FY 2026 Behavioral Healthcare Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to support recovery services. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting entity. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $81,530.40. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on April 28, 2026. <br />Teste: <br />City Clerk <br />
