ORDINANCE NO. 2026-34 <br />AN ORDINANCE TO TRANSFER $900,000 FROM THE FY 2026 SOCIAL <br />SERVICES FUND INTO THE FY 2026 CHILDREN'S SERVICES ACT FUND TO <br />COVER THE REQUIRED LOCAL MATCH FOR MANDATED CASES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it transfers $900,000 from the FY 2026 Social Services Fund into the <br />FY 2026 Children's Services Act Fund. <br />2. That the purpose of the transfer is to cover the required local match for <br />mandated cases, including youth who require foster care services, are in foster care by court <br />order, require placement for purposes of special education in a private school mandated by <br />an IEP, or are determined to be a Child in Need of Service. <br />3. That the General Fund transfer to the Social Services Fund is decreased by <br />$900,000, and estimated expenditures and revenues in the Social Services Fund are <br />decreased by $900,000. <br />4. That the General Fund transfer to the Children's Services Act Fund is <br />increased by $900,000, and estimated expenditures and revenues in the Children's Services <br />Act Fund are increased by $900,000. <br />5. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on April 28, 2026. <br />Teste: <br />City Clerk <br />
