ORDINANCE NO. 2026-30 <br />AN ORDINANCE ACCEPTING PARTNERSHIPS FOR SUCCESS FUNDING IN <br />THE AMOUNT OF $122,207 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2026 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR THE PURPOSE OF ADDRESSING <br />SUBSTANCE MISUSE BY YOUTHS AND YOUNG ADULTS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts reimbursement Partnerships for Success funding in the <br />amount of not to exceed $122,207 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriates said funds in the FY 2026 Behavioral Healthcare <br />Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services for the purpose of addressing substance misuse by youths and young <br />adults. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting entity. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $122,207. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on April 14, 2026. <br />Teste: <br />City Clerk <br />
