ORDINANCE NO. 2026-99 <br />AN ORDINANCE ACCEPTING BUILDING RESILIENT INFRASTRUCTURE <br />AND COMMUNITIES FUNDING IN THE AMOUNT OF $5,226,000 FROM THE <br />FEDERAL EMERGENCY MANAGEMENT AGENCY THROUGH THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND <br />APPROPRIATING SAID AMOUNT IN THE DAM UPGRADES PROJECT IN <br />THE WATER CATEGORY OF THE FY 2027 CAPITAL IMPROVEMENT FUND <br />BUDGET FOR PHASE I OF THE PERFORMANCE OF THE LAKE MEADE <br />DAM ADAPTATIONS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />I. That it hereby accepts Building Resilient Infrastructure and Communities <br />funding in the amount of $5,226,000 from the Federal Emergency Management Agency <br />through the Virginia Department of Emergency Management and appropriates said amount <br />in the Dam Upgrades Project in the Water Category of the FY 2027 Capital Improvement <br />Fund Budget. <br />2. That the funds shall be used by the Departments of Public Utilities and <br />Engineering to complete Phase 1 of the Lake Meade Dam Adaptations Project. <br />3. That a local match in the amount of $1,663,125 is required as a condition <br />of the funding, which match has previously been appropriated to the Dam Upgrades Project <br />in the Water Category of the FY 2027 Capital Improvement Fund Budget. <br />4. That the estimated revenues and expenditures in the Dam Upgrades Project <br />in the Water Category of the FY 2027 Capital Improvement Fund Budget are increased by <br />$5,226,000. <br />That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 22, 2026. <br />Teste: <br />City Clerk <br />
