ORDINANCE NO. 2026-90 <br />AN ORDINANCE ACCEPTING JAIL DIVERSION FUNDING IN THE AMOUNT <br />OF $50,451 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH <br />AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2027 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY <br />BHS TO EXPAND JAIL DIVERSION PROGRAM EFFORTS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts $50,451 from the Virginia Department of Behavioral Health <br />and Developmental Services and appropriates said amount in the FY 2027 Behavioral <br />Healthcare Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to expand Jail Diversion Program efforts. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That a local match in the amount of 10% is required as a condition of the <br />funding, which match has previously been appropriated in the FY 2027 Behavioral <br />Healthcare Service Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2027 Behavioral <br />Healthcare Service Fund Budget are increased by $50,451. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on August 25, 2026. <br />Teste: <br />City Clerk <br />
