Portsmouth Public Schools Expenditures Total General Fund: $243,596,738 Total School Grant Fund $ 22,022,925 Total School Food Services Fund $ 13,354,000 Total School Risk Management Fund $ 23,800,000 Total School Textbook Fund $ 1,839,312 Expenditures Total $304,612,975 6. That the sum of $243,596,738 be, and the same hereby is, appropriated to the PPS General Fund for Fiscal Year 2027. 7. That the sum of $22,022,925 be, and the same hereby is, appropriated to the PPS Grant Fund for Fiscal Year 2027. 8. That the sum of $13,354,000 be, and the same hereby is, appropriated to the PPS Food Services Fund for Fiscal Year 2027. 9. That the sum of $23,800,000 be, and the same hereby is, appropriated to the PPS Risk Management Fund for Fiscal Year 2027. 10. That the sum of $1,839,312 be, and the same hereby is, appropriated to the PPS Textbook Fund for Fiscal Year 2027. 11. That the FY 2027 Local Share shall be delivered to Portsmouth Public Schools in equal monthly payments. 12. That the appropriation of any funds other than the Local Share to Portsmouth Public Schools by this or any other ordinance shall be subject to and conditioned upon the receipt of those funds from the federal government, the state government, or any other source of Portsmouth Public Schools Revenues as shown in Section 4 above. 13. That, except to the extent provided by Ordinance 2024-138 adopted on December 10, 2024, all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2027 Portsmouth Public Schools budget shall lapse at the end of the fiscal year, as provided under Section 22.1-100(A) of the Code of Virginia. Except to the extent provided by Ordinance 2024-138, funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re -appropriation by the City Council. 14. That this ordinance shall take effect on the date of adoption. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on July 28, 2026. Teste: City Clerk
