ORDINANCE NO. 2026-79 <br />AN ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF 5830,462 FROM <br />THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE <br />FY 2027 BEHAVIORAL HEALTHCARE SERVICE FUND FOR PERMANENT <br />SUPPORTIVE HOUSING SERVICES FOR ADULTS WITH SERIOUS MENTAL <br />ILLNESS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts funding in the amount of $830,462 from the Virginia <br />Department of Behavioral Health and Developmental Services and appropriates said <br />amount in the FY 2027 Behavioral Healthcare Service Fund Budget. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to permanent supportive housing services for adults with serious <br />mental illness. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That a local match in the amount of 10% is required as a condition of the <br />funding, which match has been previously appropriated in the FY 2027 Behavioral <br />Healthcare Service Fund budget. <br />5. That estimated revenues and expenditures in the FY 2027 Behavioral <br />Healthcare Service Fund Budget are increased by $830,462. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on July 28, 2026. <br />Teste: <br />City Clerk <br />
