ORDINANCE NO. 2026-68 <br />AN ORDINANCE ACCEPTING PHAC CONTINUUM OF CARE PLANNING <br />GRANT FUNDS IN THE AMOUNT OF $95,199 FROM THE U.S. DEPARTMENT <br />OF HOUSING AND URBAN DEVELOPMENT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2027 SOCIAL SERVICES FUND FOR USE BY THE <br />DEPARTMENT OF SOCIAL SERVICES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts PHAC COC Planning Grant funds in the amount of $95,199 <br />from the U.S. Department of Housing and Urban Development and appropriates said <br />amount in the FY 2027 Social Services Fund Budget. <br />2. That the appropriation shall be used by the Department of Social Services <br />for eligible Continuum of Care planning tasks. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Social Services Fund budget annually until expended in their entirety or recaptured <br />by the granting agency. <br />4. That a local match in the amount of 25% is required as a condition of the <br />funding, which match has previously been appropriated in the FY 2027 Social Services <br />Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2027 Social Services <br />Fund Budget are increased by $95,199. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on July 14, 2026. <br />Teste: <br />City Clerk <br />
