R-26-13 <br />A RESOLUTION CERTIFYING THE CITY OF PORTSMOUTH'S SUPPORT OF AN <br />APPLICATION FOR THE U.S. DEPARTMENT OF TRANSPORTATION'S PORT <br />INFRASTRUCTURE DEVELOPMENT PROGRAM IN FURTHERANCE OF THE <br />DEVELOPMENT OF 16 HARPER AVENUE FOR PORT -RELATED USES AND THE <br />PURCHASE OF CRANE COMPONENTS TO REPLACE AN AGING HEAVY -LIFT <br />ASSET. <br />WHEREAS, Crofton Construction Services, Inc. has long operated a maritime facility at <br />16 Harper Avenue in Portsmouth; and <br />WHEREAS, Crofton is seeking planning and construction funds to replace and modernize <br />a critical heavy -lift asset which supports the regional maritime and defense industrial base; and <br />WHEREAS, the U.S. Department of Transportation's Port Infrastructure Development <br />Program offers grants for the improvement of the safety, efficiency, or reliability of port -related <br />facilities; and <br />WHEREAS, Crofton has requested that the Portsmouth Port and Industrial Commission <br />apply for a grant under the Port Infrastructure Development Program to fund a portion of the <br />project; and <br />WHEREAS, the application will seek a grant from the federal government, and Crofton <br />would be required to expend its own funds to satisfy the required match; and <br />WHEREAS, the project would increase the volume of cargo within the Hampton Roads <br />harbor by expanding Crofton's operational capacity to lift, transport, and/or receive breakbulk and <br />over -dimensional cargo at its operations site in Portsmouth; and <br />WHEREAS, if the grant is awarded, the project will be funded by federal and private <br />funds, and neither the City nor the Portsmouth Port and Industrial Commission will be required to <br />contribute any local funds; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br />1. That it hereby endorses and supports the application of the Portsmouth Port & <br />Industrial Commission for a grant from the U.S. Department of Transportation Port Infrastructure <br />Development Program in furtherance of the development of 16 Harper Avenue for port -related <br />uses and the purchase of crane components to replace an aging heavy -lift asset. <br />2. That the City Manager is authorized to take such further actions and execute such <br />further certifications as are necessary or desirable in furtherance of the application and the purposes <br />of this resolution. <br />
