A RESOLUTION AUTHORIZING THE NORFOLK REDEVELOPMENT AND <br />HOUSING AUTHORITY TO PROVIDE AND ADMINISTER PROJECT BASED <br />VOUCHERS AT ANSELL APARTMENTS IN ACCORDANCE WITH SECTION <br />36-23 OF THE CODE OF VIRGINIA. <br />WHEREAS, City Council has granted Community Housing Partners Corporation <br />a Use Permit to construct up to thirty-nine (39) affordable multifamily units at 2216 and <br />2220 Waldron Avenue in the City of Portsmouth (the "Development"); and <br />WHEREAS, the Norfolk Redevelopment and Housing Authority ("NRHA") has <br />awarded project -based vouchers (PBVs) to provide rental assistance for housing units <br />within the Development; and <br />WHEREAS, provision of the PBVs will increase affordability of units within the <br />Development; and <br />WHEREAS, the Portsmouth Redevelopment and Housing Authority ("PRHA") <br />has consented to NRHA's provision and administration of the PBVs at the Development; <br />and <br />WHERES, City Council desires to support and encourage the provision of the <br />PBVs for the purpose of increasing the supply of affordable housing; <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that: <br />1. It finds that there exists a shortage of safe or sanitary dwelling <br />accommodations in the city of Portsmouth available to persons of low income at rentals <br />they can afford, which conditions can best be remedied in part through the exercise of <br />NRHA's powers within the city of Portsmouth by providing PBVs for units within the <br />Development, as permitted under Section 36-23 of the Code of Virginia; <br />2. In accordance with Section 36-23 of the Code of Virginia, NRHA is <br />authorized to provide and administer PBVs to the Development; <br />3. It further approves the issuance and administration of PBVs by any other <br />public housing authority to existing or proposed affordable housing developments within <br />Portsmouth that have received an award of low income housing tax credits from the <br />Virginia Housing Development Authority, subject in each case to advance approval by <br />PRHA; and <br />4. This Resolution shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on March 10, 2026. <br />Teste: <br />City Clerk <br />
