4.1.19.5. Constructing, Marking and Lighting of Antenna <br />Structures, Federal Communications Commission Rules, Part 17; and <br />4.1.20. Requirements set forth in the Virginia Uniform Statewide Building <br />Code. <br />4.2. Interconnection: The Franchisee shall design its Cable System so that it <br />may be interconnected with other cable systems in the Franchise Area. Interconnection of <br />systems may be made by direct cable connection, microwave link, satellite, or other appropriate <br />methods. <br />4.3. Emergency Alert System: <br />4.3.1. Franchisee shall comply with the Emergency Alert System <br />("EAS") requirements of the FCC in order that emergency messages may be distributed over the <br />System. <br />4.3.2. In the event of a state or local civil emergency, the EAS shall be <br />remotely activated as set forth in the Virginia EAS plan. <br />5. PEG SERVICES <br />5.1. PEG Set Aside: <br />5.1.1. Initial PEG Channels: <br />5.1.1.1. In order to ensure universal availability of public, <br />educational and government programming, Franchisee shall provide on the Basic Service Tier, <br />two (2) dedicated Educational Access Channels, and one (1) dedicated Government Access <br />Channel (collectively, "PEG Channels") pursuant to this Article 5. If a PEG Channel provided <br />under Section 5. 1.1 is not being utilized by the LFA, Franchisee may utilize such PEG Channel, <br />in its sole discretion, until such time as LFA elects to utilize the PEG Channel for its intended <br />purpose. Within two hundred and seventy (270) days of written notice from the LFA to <br />Franchisee, Franchisee shall, without cost to the LFA, provide, install, and maintain in good <br />working order the equipment necessary for transmitting High -Definition signals to Subscribers. <br />Thereafter the Channels that have been converted shall be delivered in a suitable High -Definition <br />format for the remainder of the term. The PEG Channels shall be included as part of the Basic <br />Service Tier. At such time as the HD PEG Channels are available to Subscribers in the Basic <br />Service Tier, Franchise shall no longer be required to carry the PEG Channels in Standard <br />Definition and may, at Franchisee's sole discretion, change the PEG Channel numbers. <br />5.1.2. Additional PEG Channel: <br />5.1.2.1. Within one hundred eighty (180) days of a written <br />request by the LFA, the Franchisee shall, pursuant to this Article 5, provide to the LFA one (1) <br />additional PEG Channel (the "Additional PEG Channel"), so long as such requirement applies <br />equally to all cable operators within the LFA and such Additional PEG Channel originates at one <br />of the two PEG Locations set forth in Subsection 5.1.4.
