2. Where possible, consideration will be given to modifying the proposed <br />development size or location, such that the extent of land disturbance or <br />impervious cover can be reduced to avoid or minimize the area or areas of <br />the parcel that the assessment indicates will be impacted. <br />3. Should an impact from sea -level rise, storm surge, or flooding be identified <br />that exceeds available design alterations, approval of the proposed project <br />will be conditioned with the requirement for an adaptation measure pursuant <br />to section 9.1-10(c)(5)f. <br />(g) Final plan. Final plans for property within CBPAs shall be final plats for land to be <br />subdivided or site plans for land not to be subdivided as required in the zoning ordinance. <br />(1) Final plans for all lands within CBPAs shall include the following additional <br />information: <br />a. The depiction of RPA and RMA boundaries; <br />b. Notation on plats of 1) the requirement to retain an undisturbed and vegetated <br />100 -foot wide buffer area and 2) the permissibility of only water -dependent <br />facilities or redevelopment in Resource Protection Areas; <br />c. The delineation of the buildable areas that are allowed on each lot based on the <br />performance criteria specified in section 9.1-10(b) of this chapter, front, site, and <br />rear yard setback requirements, and any other relevant easements or limitations <br />regarding lot coverage; <br />d. All wetlands permits required by law; and <br />e. A maintenance agreement as deemed necessary and appropriate by the city <br />engineer to ensure proper maintenance of best management practices in order to <br />continue their functions. <br />(2) Installation and bonding requirements. <br />a. Where buffer areas, landscaping, stormwater management facilities or other <br />specifications of an approved plan are required, no certificate of occupancy shall <br />be issued until the installation of required plant materials or facilities is <br />completed, in accordance with the approved site plan. <br />b. When the occupancy of a structure is desired prior to the completion of the <br />required vegetative mitigation landscaping, stormwater management facilities, or <br />other specifications of an approved plan, a certificate of occupancy may be issued <br />only if the applicant provides to the city a form of surety satisfactory to the city <br />attorney in an amount equal to the value of the remaining plant materials, related <br />materials, and installation costs of the required landscaping or other specifications <br />or maintenance costs for any required stormwater management facilities. <br />c. All required vegetative mitigation landscaping shall be installed and approved by <br />the first planting season following issuance of a certificate of occupancy or the <br />surety may be forfeited to the city. <br />d. All required stormwater management facilities or other specifications shall be <br />installed and approved within 18 months of project commencement. Should the <br />22 <br />
