(2) Indigenous vegetation shall be preserved to the maximum extent practicable consistent <br />with the use or development proposed and in accordance with the Virginia Stormwater <br />Management Handbook (Version 1.1 and subsequent updates). <br />Mature trees shall be protected during development and only removed where <br />necessary, including to provide for the proposed use or development. <br />b. Existing trees over 2 inches in diameter at breast height (DBH) and other woody <br />vegetation shall be preserved outside the construction footprint. <br />c. Diseased trees or trees weakened by age, storm, fire, or other injury, as <br />documented in writing to the director of planning by a landscape architect or a <br />certified arborist who holds a current membership in either the International <br />Society of Arboriculture (ISA), the Tree Care Industry Association, or the <br />American Society of Consulting Arborists (ASCA), may be removed. <br />d. Clearing shall be allowed only to provide necessary access, positive site drainage, <br />water quality BMPs, and the installation of utilities. <br />e. Prior to clearing or grading, suitable protective barriers, such as fencing of a type <br />detailed in the Landscape Planting and Protection Manual, Portsmouth, Virginia <br />shall be erected 5 feet outside of the dripline of any tree or stand of trees to be <br />preserved. These protective barriers shall remain so erected throughout all phases <br />of construction. The storage of equipment, materials, debris, or fill shall not be <br />allowed within the area protected by the barrier. <br />(3) Land development, redevelopment or land disturbance which adds impervious cover <br />shall minimize impervious cover to promote infiltration of stormwater into the ground <br />consistent with the proposed use or development. Pervious surfaces where soil <br />conditions and/or water table permit shall be used for any parking area, maneuvering <br />aisle, or other low traffic driveway. During the design phase of development, use of <br />the following means of minimizing impervious cover are encouraged: <br />a. Placement of parking areas under multi -family, office, or commercial buildings. <br />b. Use of shared parking where possible in mixed use developments. <br />C. Construction of no more than the minimum number of parking spaces required by <br />the zoning ordinance, chapter 40.2. <br />d. Use of modular grid pavers on private property and in low -traffic zones. <br />(4) Notwithstanding any other provisions of this chapter or exceptions or exemptions <br />thereto, any land disturbing activity exceeding 2,500 square feet, including <br />construction of all single-family houses, septic tanks, and drainfields, shall also comply <br />with the requirements of chapter 11,1 of this Code (Erosion and Stormwater <br />Management). Enforcement for noncompliance with the erosion and sediment control <br />requirements referenced in this criterion shall be conducted under the provisions of the <br />Virginia Erosion and Stormwater Management Act and attendant regulations. <br />(5) Where the best management practices require regular or periodic maintenance in order <br />to continue their functions, such maintenance shall be ensured through a maintenance <br />
