<br />Natural Resources Conservation Service.
<br />Impervious cover means a surface composed of any material that significantly impedes or
<br />prevents natural infiltration of water into the soil. Impervious surfaces include, but are not
<br />limited to: roofs, buildings, streets, parking areas, and any concrete, asphalt, or compacted gravel
<br />surface.
<br />Intensely Developed Area or IDA means an overlay to portions of a Resource Protection
<br />Area or Resource Management Area designated by the city where development is concentrated
<br />and little of the natural environment remains as provided for in subsection 9.14(b)(3).
<br />Land disturbance or land disturbing activity means man-made change to the land surface
<br />that may result in soil erosion or has the potential to change its runoff characteristics, including
<br />construction activity such as clearing, grading, excavating, or filling of land. Land change shall
<br />not include minor activities such as home gardening and individual home landscaping, repairs,
<br />and home maintenance.
<br />Limit of moderate wave action (LIMWA) means a boundary that identifies the landward
<br />location of the 1.5 -foot wave height delineating a zone called the "Coastal A Zone".
<br />Living Shoreline means a shoreline management practice that provides erosion control and
<br />water quality benefits; protects, restores, or enhances natural shoreline habitat; and maintains
<br />coastal processes through the strategic placement of plants, stone, sand, fill, and other structural
<br />and organic materials.
<br />Mature tree means a canopy tree with a diameter at breast height (DBH) of 12 inches or
<br />greater or an understory tree with a DBH of 4 inches or greater.
<br />Nature -based solution means an approach that reduces the impacts of sea -level rise,
<br />flooding, and storm events through the use of environmental processes and natural systems.
<br />Nonpoint source pollution means pollution consisting of constituents such as sediment,
<br />nutrients, and organic and toxic substances from diffuse sources, such as runoff from agriculture
<br />and urban land development and use.
<br />Nontidal wetlands means those wetlands other than tidal wetlands that are inundated or
<br />saturated by surface water or groundwater at a frequency and duration sufficient to support, and
<br />that under normal circumstances do support, a prevalence of vegetation typically adapted for life
<br />in saturated soil conditions, as defined by the U.S. Environmental Protection Agency pursuant to
<br />Section 404 of the Federal Clean Water Act, in 33 CFR 328.3b.
<br />Noxious weeds means any living plant, or part thereof, declared by the Board of Agriculture
<br />and Consumer Services through regulations to be detrimental to crops, surface waters, including
<br />lakes, or other desirable plants, livestock, land, or other property, or to be injurious to public
<br />health, the environment, or the economy, except when in-state production of such living plant, or
<br />part thereof, is commercially viable or such living plant is commercially propagated in Virginia.
<br />Including, but not limited to plants such as Johnson grass, kudzu, and multiflora rose.
<br />Plan of development means the process for site plan or subdivision plat review to ensure
<br />compliance with Code of Virginia, § 62.1-44.15:74 and this chapter, prior to any clearing or
<br />grading of a site or the issuance of a building permit.
