ORDINANCE NO. 2025-94 <br />AN ORDINANCE ACCEPTING BASELINE FEDERAL BLOCK GRANT <br />FUNDING IN THE AMOUNT OF $1,280,937 FROM THE U.S. DEPARTMENT <br />OF HEALTH AND HUMAN SERVICES THROUGH THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2026 <br />BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS TO <br />PROVIDE COMMUNITY MENTAL HEALTH SERVICES AND SUBSTANCE <br />ABUSE PREVENTION AND TREATMENT. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Baseline Federal Block Grant funding in the amount of <br />$1,280,937 from the U.S. Department of Health and Human Services through the <br />Virginia Department of Behavioral Health and Developmental Services and appropriates <br />said amount in the FY 2026 Behavioral Healthcare Service Fund Budget. <br />2. That the appropriated funding includes a Community Mental Health <br />Services Block Grant in the amount of $217,531 and a Substance Abuse Prevention and <br />Treatment Block Grant in the amount of $1,063,406. <br />3. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to provide community mental health services and substance abuse <br />prevention and treatment. <br />4. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />5. That a local match of funds or in-kind services in the amount of 10% is <br />required as a condition of the funding. The funding required to meet the match <br />requirement has previously been appropriated in the FY 2026 Behavioral Healthcare <br />Service Fund Budget. <br />6. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $1,280,937. <br />7. That this ordinance shall take effect on the date of its adoption. <br />
