appropriated to the Risk Management Fund or from funds appropriated for the expenditures of the Fund <br />involved in the subject matter of the claim or judgment, as the City Manager shall find necessary. <br />8. That the funds appropriated to the line item "Contingency — Other Operating" of the <br />Non -departmental category of the General Fund Budget constitute the City Manager emergency <br />contingency fund, established pursuant to Section 12-5(b) of the City Code. In accordance with the <br />requirements of Section 12-5(b), the City Manager may transfer any or all of the unencumbered portion <br />of the City Manager emergency contingency fund to any item of expense contained in the City budget <br />(including the Capital Improvement Fund budget), reporting such action and reason therefor to City <br />Council at its next regular meeting. <br />9.
