R-25-32 <br />A RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR <br />2026 AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR <br />FUNDING AND SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. <br />WHEREAS, the Virginia Department of Health provides annual funding for the <br />Portsmouth Health Department; and <br />WHEREAS, the estimated amount of funding provided and to be provided by <br />VDH for Fiscal Year 2026 is $2,870,368; and <br />WHEREAS, as a condition of receiving the state funding, the City is required to <br />enter into an Agreement with the Virginia Department of Health to govern the funding and <br />services provided, and to provide local matching funding; and <br />WHEREAS, the estimated local matching funding required for Fiscal Year 2026 <br />is $924,508, and the City has further agreed to provide $251,000 in non -match funding to <br />help address opioid use, communicable diseases, community outreach, maternal and child <br />health, and contract staff assistance for patients navigating healthcare needs and <br />wraparound services, all of which amounts have previously been appropriated in the FY <br />2026 General Fund Budget; and <br />WHEREAS, the Portsmouth Health Department provides crucial health services <br />for Portsmouth residents; <br />NOW THEREFORE BE IT RESOLVED that the Council of the City of <br />Portsmouth, Virginia approves and authorizes the FY 2026 Agreement with the Virginia <br />Department of Health for Funding and Services of the Portsmouth Health Department in <br />substantially the form attached hereto as Exhibit A; and <br />BE IT FURTHER RESOLVED that the City Manager is authorized to execute <br />and deliver the said Agreement and to take such additional actions as are necessary or <br />desirable in furtherance of the purposes of this Resolution and the Agreement. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 23, 2025. <br />Teste: <br />City Clerk <br />
