R-25-19 <br />A RESOLUTION AFFIRMING AND APPROVING THE OFFICE OF LOCAL DEFENSE <br />COMMUNITY COOPERATION CRITICAL INFRASTRUCTURE FLOOD RESILIENCE <br />STUDY DATED MAY 2025 AND CONFIRMING THE CITY'S COMMITMENT TO <br />REGIONAL MILITARY READINESS AND ECONOMIC RESILIENCE. <br />WHEREAS, the City of Portsmouth was awarded a federal Office of Local Defense <br />Community Cooperation (OLDCC) grant in September 2023; and <br />WHEREAS, the City and its consultants have utilized the grant funding to prepare <br />comprehensive flood mitigation and stormwater management strategies for five key transportation <br />corridors that are critical to Navy facilities; and <br />WHEREAS, the City and its consultants have relied upon thorough analysis and feedback <br />from stakeholder meetings and public outreach events to prioritize the five corridors, and to <br />identify twelve areas within the corridors that would benefit from a combination of solutions to <br />enhance roadway resilience; and <br />WHEREAS, the findings have been published in that certain OLDCC Critical <br />Infrastructure Flood Resilience Study dated May 2025; and <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br />1. That it affirms and approves the OLDCC Critical Infrastructure Flood Resilience <br />Study dated May 2025; and <br />2. This it confirms the City's commitment to regional military readiness and economic <br />resilience. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on May 27, <br />2025. <br />Teste: <br />City Clerk <br />
