R-25-06 <br />A RESOLUTION DESIGNATING AN HONORARY STREET NAME OF "JEROME L. <br />WILLIAMS WAY" FOR THE PORTION OF RAPIDAN STREET LOCATED BETWEEN <br />GREENWOOD DRIVE AND HANCOCK AVENUE. <br />WHEREAS, by Resolution R-24-19 adopted on July 23, 2024 the City Council adopted <br />an Honorary Street Designation Policy; and <br />WHEREAS, the purpose of the Honorary Street Designation Policy is to recognize and <br />honor the citywide contribution, impact, or fame of Portsmouth individuals and groups without <br />changing the official names of streets or the addresses of residents and businesses; and <br />WHEREAS, S. Lowry, on behalf of New Testament Church Ministries, filed an <br />application requesting an Honorary Street Name Designation to designate a portion of Rapidan <br />Street between Greenwood Drive and Hancock Avenue as "Jerome L. Williams Way"; and <br />WHEREAS, the honorary designation application seeks to honor the contributions to the <br />city of Jerome L. Williams, who is the current pastor of New Testament Church Ministries, for his <br />community leadership and his support of outreach programs, including toy drives, back -to -school <br />drives, food pantries, and college scholarship funds; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br />1. That it hereby designates the portion of Rapidan Street located between Greenwood <br />Drive and Hancock Avenue with the honorary street name of "Jerome L. Williams Way". <br />2. That in accordance with the Honorary Street Designation Policy, the designated <br />name of "Jerome L. Williams Way" is for honorary purposes only and does not change the official <br />name of Rapidan Street. <br />3. That this resolution shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on February <br />11, 2025. <br />Teste: <br />City Clerk <br />
