Support: <br />• Full funding of the "599" Program, which supports vital financial assistance to <br />local police departments <br />• Full implementation of JLARC's 2023 recommendations regarding the Standards <br />of Quality, especially the one for more equitable sharing of the costs of K-12 <br />public education with local governments <br />• Grant authority to the Virginia Alcoholic Beverage Control Authority Bureau of <br />Law Enforcement to act as the primary law enforcement entity for reporting <br />purposes <br />• Legislative initiatives related to curbing evictions and improving the processes <br />• Inclusion of all stakeholders in discussions involving the future of Juvenile <br />Detention in VA <br />• The state prioritizes its resources for vital services to help protect and serve <br />children, families, and the most vulnerable in our communities in the face of the <br />changing funding relationships with the federal, state, and local governments <br />Oppose: <br />• Acquisition of the Virginia International Gateway by the Virginia Port Authority or <br />the Commonwealth without providing adequate compensation to the City of <br />Portsmouth for lost tax revenues <br />• Any state unfunded mandates <br />• The capping of state funding responsibility for the Children Services Act program <br />and the shifting of shared funding solely onto local governments <br />• Any efforts from the state to usurp or pre-empt any local land use authority <br />• Any initiatives that phase out or eliminate sources of revenue to cities, counties, <br />and towns without a firm commitment of ongoing, reliable, and recurring general <br />fund resources to offset lost local revenues <br />• Any state -mandated exemptions to the local option sales tax or to real estate <br />taxes, unless the General Assembly establishes a viable revenue replacement <br />for local governments <br />
