R-25-36 <br />A RESOLUTION AUTHORIZING EMPLOYEES OF THE CITY TO ANALYZE <br />THE SPECIFICS, ADVANTAGES AND DISADVANTAGES, AND LONG AND <br />SHORT-TERM COSTS OF PROPOSALS SUBMITTED UNDER THE PUBLIC- <br />PRIVATE EDUCATION FACILITIES AND INFRASTRUCTURE ACT OF 2002. <br />WHEREAS, the City received an unsolicited proposal for the construction of a <br />new City Hall and garage on the former site of the County Street Garage; and <br />WHEREAS, on September 23, 2025 the City issued a preliminary acceptance of <br />the proposal for the purposes of publication and conceptual -phase consideration; and <br />WHEREAS, in accordance with the City's PPEA Guidelines, the City <br />subsequently issued public notice of the receipt of the unsolicited proposal and an <br />invitation to submit competing proposals; and <br />WHEREAS, once all proposals have been received, the PPEA Guidelines require <br />that the City perform an analysis regarding the specifics, advantages and disadvantages, <br />and long and short-term costs of the proposals; and <br />WHEREAS, the analysis may be performed solely by qualified third -party <br />professionals not employed by the City or, if approved by City Council, by employees of <br />the City; and <br />WHEREAS, given that the subject matter of the unsolicited proposal and any <br />additional proposals received will be the type of facilities which City staff currently <br />operates and with which staff is intimately familiar, it is proposed that the analysis should <br />be performed by employees of the City with the assistance of qualified third -party <br />professionals; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that, in accordance with the City's PPEA Guidelines and § 56- <br />575.3:1(C)(1) of the Virginia Code, it hereby determines that employees of the City <br />should perform the required analysis, with such assistance from qualified third -party <br />professionals not employed by the City as determined appropriate by the City Manager. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on October 28, 2025. <br />Teste: <br />City Clerk <br />
