ORDINANCE NO. 2024-23 AN ORDINANCE INCREASING THE CHILDREN'S SERVICE ACT FUND BUDGET IN THE TOTAL AMOUNT OF $850,000 BY (1) ACCEPTING SUPPLEMENTAL FUNDING IN THE AMOUNT OF $628,575 FROM THE VIRGINIA OFFICE OF CHILDREN'S SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2024 CSA FUND BUDGET AND (2) REDUCING THE NON - DEPARTMENTAL LINE ITEM AND INCREASING THE TRANSFER TO OTHER FUNDS LINE ITEM IN THE FY 2024 GENERAL FUND BUDGET BY $221,425 AND APPROPRIATING SAID AMOUNT IN THE FY 2024 CSA FUND BUDGET. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it accepts supplemental funding in the amount of $628,575 from the Virginia Office of Children's Services. 2. That it reduces the Non -Departmental line item and increases the Transfer to Other Funds line item in the FY 2024 General Fund Budget, each by the amount of $221,425. 3. That it appropriates the $628,575 referenced in Section 1 hereof and the $221,425 referenced in Section 2 hereof (for a total amount of $850,000) to the FY 2024 Children's Service Act Fund Budget for the purpose of paying authorized costs. 4. That the $221,425 in local funding satisfies the 26.05% local match required as a condition of receiving the $628,575 in Virginia Office of Children's Services funding. 5. That estimated revenues and expenditures in the FY 2024 Children's Service Act Fund Budget are increased by $850,000. 6. That estimated revenues and expenditures in the Non -Departmental line item in the FY 2024 General Fund Budget are reduced by $221,425. 7. That estimated revenues and expenditures in the Transfer to Other Funds line item in the FY 2024 General Fund Budget are increased by $221,425. 8. That this ordinance shall take effect on the date of adoption. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on February 27, 2024. Teste: City Clerk
