ORDINANCE NO. 2024-58 <br />AN ORDINANCE ESTABLISHING ANNUAL SALARIES OF $47,000 FOR THE <br />POSITION OF MAYOR AND $43,000 FOR THE POSITION OF CITY <br />COUNCILMEMBER EFFECTIVE JULY 1, 2025. <br />WHEREAS, during its 2024 session the General Assembly adopted House Bill <br />456, which authorized an increase in City Council and Mayoral salaries for the first time <br />since the 1990s; and <br />WHEREAS, the Bill amended Section 15.2-1414.6 of the Virginia Code; and <br />WHEREAS, City Council was briefed on the amendment at the May 14, 2024 <br />Work Session and by consensus determined to proceed with consideration of an <br />amendment to the salaries paid to the Mayor and Councilmembers; and <br />WHEREAS, a public hearing is required prior to amending Council salaries, and <br />the public hearing was duly noticed and held on June 11, 2024; and <br />WHEREAS, Section 15.2-1414.6 requires that any ordinance to increase Council <br />salaries be adopted at least four months prior to the date of the next municipal election; and <br />WHEREAS, the next municipal election will be held on November 5, 2024, and <br />the adoption of this Ordinance accordingly satisfies the timing requirements of the statute; <br />and <br />WHEREAS, Section 15.2-1414.6 provides that no salary increase can take effect <br />until July 1 after the next regularly scheduled general election of Councilmembers; and <br />WHEREAS, the salary increases approved by this Ordinance therefore will not <br />take effect until July 1, 2025; <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br />1. That effective July 1, 2025 the salary for the position of Mayor of the City <br />of Portsmouth shall be $47,000 per year. <br />2. That effective July 1, 2025 the salary for the position of City <br />Councilmember of the City of Portsmouth shall be $43,000 per year. <br />3. That this ordinance shall take effect on July 1, 2024. <br />
