(a) The development shall be in substantial compliance and conformity with <br />the concept plan entitled "Conceptual Site Plan 1" prepared by VHB dated <br />April 9, 2024 and revised July 2, 2024, except where modifications may <br />be required due to improvements recommended by the Traffic Impact <br />Analysis, as well as to comply with all applicable local, state, and federal <br />codes and regulations. <br />(b) In addition to general standards, the proposed use shall be designed and <br />operated in accordance with the use -specific standards for shipping <br />container/chassis storage yard uses outlined in Section 40.2-217(H)(3)(b) <br />of the Zoning Ordinance. <br />(c) A Site Plan must be submitted for review and approval in accordance with <br />the requirements of the Site Plan Review process. If applicable, a Water <br />Quality Impact Assessment (WQIA) shall be required for all land <br />disturbances within the Resource Protection Area. <br />(d) The development must be in compliance with Chapter 14.1 of the City <br />Code (Flood Protection Ordinance). <br />(e) Prior to initially operating the approved use and so long as the use remains <br />in operation, the owners and/or operators shall install and maintain digital <br />video equipment with recording capabilities sufficient to indicate the date <br />and time that the recording is made. The recording shall provide <br />surveillance coverage encompassing the subject property for 24 hours a <br />day, 7 days a week. Recorded data must be maintained in a condition <br />permitting review of the information for a period of no less than thirty <br />days. <br />(f) The development must be constructed in compliance with all applicable <br />codes, ordinances, and regulations of federal, state, and local governments, <br />and all required licenses and permits must be obtained prior to <br />construction and remain in effect during the operation of the development. <br />(g) Prior to commencement of the use, an access easement or similar grant of <br />rights in form and location acceptable to the United States Coast Guard <br />must be provided across a portion of the subject property to give the Coast <br />Guard additional ingress and egress to and from its property. <br />(h) Prior to commencement of the use, owner/applicant shall cause, at its sole <br />cost, construction of a left turn lane along Coast Guard Boulevard <br />substantially as shown on the "Conceptual Site Plan 1" prepared by VHB <br />dated April 9, 2024 and revised July 2, 2024. <br />
