R-24-14 A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH TO APPLY FOR A CHOICE NEIGHBORHOODS PLANNING GRANT. WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has issued a Notice of Funding Opportunity for FY 2024 Choice Neighborhoods Planning Grants; and WHEREAS, Choice Neighborhoods Planning Grants are funded by HUD in the maximum amount of $500,000; and WHEREAS, the goal of Choice Neighborhoods Planning Grants is to use grant funds to develop a comprehensive neighborhood revitalization strategy, or `Transformation Plan'; and WHEREAS, communities that develop effective Transformation Plans may apply for competitive Implementation Grants that provide for significantly higher funding awards; and WHEREAS, the award of a Choice Neighborhoods Planning Grant would allow for a community -driven planning process and the implementation of programs to benefit residents in the areas of housing, income, employment, health, crime prevention, and education; and WHEREAS, the City of Portsmouth, as co -applicant with the Portsmouth Redevelopment and Housing Authority, intends to submit an application for a $500,000 Choice Neighborhoods Planning Grant for Swanson Homes and the surrounding neighborhoods, including Prentis Park and Brighton; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it supports the City of Portsmouth's application for a Choice Neighborhoods Planning Grant. 2. That, in the event the Choice Neighborhoods Planning Grant is awarded, it will commit to provide the minimum required local match of $25,000, together with such additional local in-kind or cash match as may be specified in the application. 3. That, in the event the Choice Neighborhoods Planning Grant is awarded, the City will engage with community residents and organizations to develop a Transformation Plan and undertake programs in accordance with the Plan. 4. That this Resolution shall be effective immediately upon its adoption.
