R-24-14 <br />A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH TO APPLY FOR A <br />CHOICE NEIGHBORHOODS PLANNING GRANT. <br />WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has <br />issued a Notice of Funding Opportunity for FY 2024 Choice Neighborhoods Planning Grants; <br />and <br />WHEREAS, Choice Neighborhoods Planning Grants are funded by HUD in the <br />maximum amount of $500,000; and <br />WHEREAS, the goal of Choice Neighborhoods Planning Grants is to use grant funds to <br />develop a comprehensive neighborhood revitalization strategy, or `Transformation Plan'; and <br />WHEREAS, communities that develop effective Transformation Plans may apply for <br />competitive Implementation Grants that provide for significantly higher funding awards; and <br />WHEREAS, the award of a Choice Neighborhoods Planning Grant would allow for a <br />community -driven planning process and the implementation of programs to benefit residents in <br />the areas of housing, income, employment, health, crime prevention, and education; and <br />WHEREAS, the City of Portsmouth, as co -applicant with the Portsmouth <br />Redevelopment and Housing Authority, intends to submit an application for a $500,000 Choice <br />Neighborhoods Planning Grant for Swanson Homes and the surrounding neighborhoods, <br />including Prentis Park and Brighton; <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br />1. That it supports the City of Portsmouth's application for a Choice Neighborhoods <br />Planning Grant. <br />2. That, in the event the Choice Neighborhoods Planning Grant is awarded, it will <br />commit to provide the minimum required local match of $25,000, together with such additional <br />local in-kind or cash match as may be specified in the application. <br />3. That, in the event the Choice Neighborhoods Planning Grant is awarded, the City <br />will engage with community residents and organizations to develop a Transformation Plan and <br />undertake programs in accordance with the Plan. <br />4. That this Resolution shall be effective immediately upon its adoption. <br />
