R-24-12 <br />A RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT <br />5 -YEAR CONSOLIDATED PLAN (CP) FOR FEDERAL FISCAL YEARS 2024 TO 2028 <br />AND THE FEDERAL FISCAL YEAR 2024 (CITY PROGRAM YEAR 2025) ANNUAL <br />ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING <br />THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S <br />COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENTS. <br />WHEREAS the City of Portsmouth is an entitlement community under the US Department <br />of Housing and Urban Development's (HUD) Community Development Block Grant Program <br />(CDBG) and HOME Investment Partnerships Program and is required to compete a 5 -Year CP <br />that develops a comprehensive vision that encompasses affordable housing, infrastructure, fair <br />housing, civic design, economic development combined with human development and a <br />continuum of care for helping the homeless; and <br />WHEREAS, pursuant to the Housing and Community Development Act of 1974, as <br />amended, and the Cranston -Gonzalez National Affordable Housing Act of 1992, as amended, <br />("Acts"), financial assistance is provided to enable localities to provide decent housing, establish <br />and maintain suitable living environments, and expand economic opportunities for low to moderate <br />income residents; and <br />WHEREAS, each of the Community Planning and Development programs (CDBG and <br />HOME) shall be operated on a single consolidated program year; and <br />WHEREAS, the required public hearing has been held and the City Council has reviewed <br />the proposed 5 -Year CP and 2025 Annual Action Plan; and <br />WHEREAS, it is necessary that this Council take official action regarding the 5 -Year CP <br />and 2025 Annual Action Plan to comply with the regulations of the aforementioned Acts; and <br />WHEREAS, this Council is aware of the federal regulations governing the undertaking <br />and carrying out of activities under the community planning and development programs; and <br />WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the appearance <br />of being motivated by a desire for private gain for themselves or others, particularly those with <br />whom they have family, business or other ties; and <br />WHEREAS, this Council has found that the proposed 5 -Year CP and 2025 Annual Action <br />Plan are appropriate to meet the needs of the City and, therefore, are acceptable <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the proposed 5 -Year CP and 2025 Annual Action Plan having been reviewed and <br />considered, said Plans be and hereby are approved as final in all respects, and the City Manager is <br />hereby authorized to file any additional information as may be required with the Department of <br />
