EXHIBIT A <br />Approved 2025 Federal Public Policy Legislative Initiatives <br />In Brief <br />The items listed below have been shared with and approved by the Portsmouth City <br />Council for inclusion in the City's 2025 Federal Legislative Initiatives Package for <br />adoption by Resolution on November 26, 2024. <br />Legislative Request: <br />The City of Portsmouth, Virginia is asking our federal delegation to work together to find <br />a way for cities like ours in terms of land size, financial stress, and the presence of large <br />non-taxable federal facilities to receive Federal Payments In Lieu of Taxes (PILOT <br />Fees). <br />Federal Payment in Lieu of Taxes (PILOT Fees): <br />• The City of Portsmouth, Virginia encompasses approximately 30 square miles, of <br />which more than half of the land in untaxable due to the presence of federal and <br />state assets as well as nonprofit organizations <br />• Due to the limitations of the tax base, the lack of PILOT payments by the federal <br />and state government for their assets in the city has created a financial hardship <br />• There are several federal assets in the City including: <br />1. The Norfolk Naval Shipyard <br />2. The Norfolk Naval Hospital <br />3. The U.S. Coast Guard Atlantic Headquarters <br />4. The U.S. Postal Service <br />5. The Port of Virginia <br />The legislative request is to explore the possibility and or potential to provide PILOT <br />fees or a similar revenue stream to assist cities of similar statute as the City of <br />Portsmouth, Virginia. <br />Legislative Initiatives: <br />In general, the Portsmouth City Council stands in agreement with the National League <br />of Cities and the Hampton Roads Military and Federal Facilities Alliance (HRMFFA) on <br />numerous issues included in their 2025 Federal Public Policy Positions.
