ORDINANCE NO. 2023-78 <br />AN ORDINANCE ACCEPTING STATE OPIOID RESPONSE FUNDS IN THE <br />AMOUNT OF $294,852 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2024 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR OPIOID MISUSE PREVENTION, <br />TREATMENT, AND RECOVERY SERVICES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it hereby accepts State Opioid Response funding in the amount of <br />$294,852 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriates said funds in the FY 2024 Behavioral Healthcare Service Fund. <br />2. That the appropriation shall be used by the Portsmouth Department of <br />Behavioral Healthcare Services for opioid misuse prevention, treatment, and recovery <br />services. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended by the City <br />or withdrawn by the granting entity. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2024 Behavioral <br />Healthcare Service Fund Budget are increased by $294,852. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 12, 2023. <br />Teste: <br />City Clerk <br />
