FY2024 Classification & Pay Plan <br />PAY PLAN PHILOSOPHY <br />Under the direction of the City Manager, the Director of Human Resource Management <br />is responsible for the daily administration of the city's Classification and Pay Plan. <br />Through the pay plan philosophy and established policies governing our Classification <br />and Pay Plan, it is our goal to accomplish the following- <br />• Maintain a pay plan that is equitable in a competitive market. <br />• Recognize and reward employee initiative and achievements. <br />• Provide opportunities that integrate compensation with the city's short and long - <br />term performance management goals; and <br />• Allow the city to attract, develop, retain and motivate a talented workforce critical <br />to our success yet, consistent with our vision for quality of life. <br />Our compensation system is market based and shall be defined in reference to salaries <br />paid in the following Hampton Roads cities: Chesapeake, Hampton, Newport News, <br />Norfolk, Suffolk and Virginia Beach <br />PAY PLAN ADMINISTRATION <br />The City Manager may authorize variations in the application of this section and may <br />make adjustments and modifications as needed. <br />The grades assigned to the job classifications in the salary schedules designate the salary <br />range for each position with due respect to (1) the salary ranges for other classes, (2) the <br />relative difficulty, responsibility, and characteristic duties of positions in the class, (3) the <br />minimum qualifications required, (4) the prevailing rate paid for similar employment <br />outside the city, and (5) any other factors that may properly be considered to have a <br />bearing upon the equity or adequacy of the range <br />The Salary Schedule for General Positions shall contain a minimum, midpoint and <br />maximum annual salary. The Salary Schedule for Sworn Fire and Police Positions shall <br />contain a series of Public Safety (PS) grades by job title and include a minimum and <br />maximum annual salary. <br />a The city's Classification and Pay Plan provides a system of classes used to ensure <br />that positions similar in duties and responsibilities are grouped together. <br />b Job families, group jobs, which involve work of the same very broad nature or <br />purpose yet require varying levels of skill and responsibility. A job may only reside <br />in one career family; however, jobs in the same job family may reside in the same <br />department or in different departments <br />Page 1 <br />
