(a) The child day center shall comply with the Use- Specific Standards set <br />forth in Section 40.2-217(E)(1) of the Zoning Ordinance, including <br />without limitation the following: "If not located in a stand -alone building, <br />a child day center shall be located on the first floor of a principal <br />structure... ". <br />(b) Prior to obtaining a Certificate of Occupancy and for so long as the child <br />day center use continues on the property, the owners and /or operators shall <br />install and maintain digital video equipment with recording capabilities <br />sufficient to indicate the date and time that the recording is made. The <br />recording shall provide surveillance coverage encompassing the front, <br />side, and rear exteriors of the building housing the use for 24 hours a day, <br />7 days a week. Recorded data must be maintained in a condition <br />permitting review of the information for a period of no less than thirty <br />days. <br />(c) Prior to initially operating the child day center use a Zoning Permit must <br />be obtained from the City's Zoning Administrator and a Certificate of <br />Occupancy must be obtained from the Department of Permits and <br />Inspections. <br />(d) For any proposed development associated with the subject property, a site <br />plan must be submitted to the Engineering Department for review and <br />approval as and to the extent required by the Zoning Ordinance or the City <br />Code. <br />(e) All proposed development shall be constructed in compliance with all <br />applicable codes, ordinances and regulations of federal, state and local <br />government, and all required licenses and permits shall be obtained prior <br />to the commencement of any development and the operation of the child <br />day center use, and shall be maintained during the operation of the use. <br />(f) All taxes /fees associated with the property and /or the proposed use must <br />be paid when due, as determined by the City Treasurer. <br />(g) Without limitation, this Use Permit is subject to Section 40.2- 533(K) of <br />the Zoning Ordinance, which provides that this Use Permit may <br />automatically expire and become void if certain conditions set forth <br />therein are not satisfied within two (2) years from the date of approval by <br />City Council. <br />7. REVOCATION OF PERMIT: Without limitation, violation of any of <br />the conditions set forth herein may serve as grounds for revocation of the use permit by <br />City Council. See Section 40.2- 533(L) of the Zoning Ordinance. <br />
