R -23 -23 <br />A RESOLUTION AUTHORIZING THE CONVEYANCE OF 2625 -2631 TURNPIKE <br />ROAD AND 3115 AIRLINE BOULEVARD TO THE ECONOMIC DEVELOPMENT <br />AUTHORITY. <br />WHEREAS, the Virginia Department of Transportation performed a project to widen <br />Turnpike Road in Portsmouth; and <br />WHEREAS, VDOT acquired property necessary for the road widening project and upon <br />completion of the project it conveyed all remnant parcels of the property that were not necessary <br />for the project to the City of Portsmouth; and <br />WHEREAS, the remnant parcels include 2625 -2631 Turnpike Road (Tax Map 0183, <br />Parcels 0310 -0340) (the "Turnpike Property "); and <br />WHEREAS, Gary Muhammad has offered to acquire the Turnpike Property for the <br />construction of in -fill single family housing, and the Economic Development Authority has <br />adopted a Resolution authorizing conveyance of the Turnpike Property to Gary Muhammad for a <br />purchase price of $25,000, subject to City Council's approval of conveyance to the EDA; and <br />WHEREAS, PRHA acquired property generally described as 3115 Airline Boulevard <br />(Tax Map 0573, Parcels 0070 -0220) (the "Airline Property ") in the 1980s; and <br />WHEREAS, PRHA was unable to attract a private redeveloper to acquire and redevelop <br />the Airline Property between its acquisition in the 1980s and the year 2020; and <br />WHEREAS, in 2020 PRHA conveyed the Airline Property to the City for a potential <br />road project, but the City subsequently re- designed the project and determined that the property <br />is not necessary; and <br />WHEREAS, JOB Ventures, LLC has offered to acquire the Airline Property for <br />office /storage use, and the Economic Development Authority has adopted a Resolution <br />authorizing conveyance of the Airline Property to JOB ventures, LLC for a purchase price of <br />$110,000 (the appraised value), subject to City Council's approval of conveyance to EDA; and <br />WHEREAS, the conveyance and development of the Turnpike Property and the Airline <br />Property would place the properties back on the tax rolls and save the City costs for mowing and <br />other maintenance; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it approves and authorizes the conveyance of the Turnpike Property and the Airline <br />Property to the Economic Development Authority; and <br />BE IT FURTHER RESOLVED that the City Manager is authorized to execute and <br />deliver one or more Deeds conveying the Turnpike Property and the Airline Property to the <br />Economic Development Authority and to take such further actions as she deems necessary or <br />appropriate in furtherance of the purpose of this Resolution. <br />
