6. That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br />(a) Without limitation, the development shall be constructed, maintained, and <br />operated in compliance with the use -specific standards for multi -family <br />dwellings set forth in Zoning Ordinance Section 40.2-217(G)(4)(b). <br />(b) The development must be in general compliance with the site layout <br />entitled "Keystone Investment Firm, LLC Multi -Family Dwelling <br />Apartment Complex" prepared by Parrish -Point, LLC dated September 21, <br />2023, except where modifications may be required to comply with all <br />applicable local, state, and federal codes and regulations. It is noted that <br />several aspects of the referenced site layout do not comply with all of the <br />applicable Zoning Ordinance standards. These include (without <br />limitation) providing interior landscaping islands, ensuring that off-street <br />parking spaces do not require a vehicle to back into the street, ensuring <br />that off-street parking spaces and drive aisles satisfy dimensional <br />standards, and providing accessible parking. These standards must be <br />addressed prior to obtaining Site Plan review approval. <br />(c) The development must be in substantial compliance, including with <br />respect to building design and construction materials, with the elevations <br />and floorplans prepared by Golden Keyes, LLC dated July 24, 2023, <br />except where modifications may be required to comply with all applicable <br />local, state, and federal codes and regulations. <br />(d) The development shall include not more than 7 dwelling units. <br />(e) Without limitation, the development shall provide at least the minimum <br />necessary open space set-aside of 10 percent of the total development site <br />area in accordance with Section 40.2-308 of the Zoning Ordinance. <br />(f) Prior to obtaining Site Plan review approval, a minor subdivision plat <br />complying with all applicable requirements in Chapter 33.1 of the City <br />Code (Subdivision Ordinance) and approved by the City must be recorded <br />in the land records to vacate all interior lot lines within the subject <br />property. <br />(g) Prior to initially operating the approved use and so long as the use remains <br />in operation, the owners and/or operators shall install and maintain digital <br />video equipment with recording capabilities sufficient to indicate the date <br />and time that the recording is made. The recording shall provide <br />surveillance coverage encompassing the front, side, and rear exteriors of <br />the establishment for 24 hours a day, 7 days a week. Recorded data must <br />
