EXHIBIT A <br />Approved 2024 Federal Public Policy Legislative Initiatives <br />In Brief <br />The items listed below have been shared with and approved by the Portsmouth City <br />Council for inclusion in the City's 2024 Federal Legislative Initiatives Package for <br />adoption by Resolution November 28, 2023. <br />Legislative Initiatives: <br />In general, the Portsmouth City Council stands in agreement with the National League <br />of Cities and the Hampton Roads Military and Federal Facilities Alliance (HRMFFA) on <br />numerous issues included in their 2024 Federal Public Policy Positions. This includes <br />positions such as: <br />Support <br />• The need for the Peninsula Army Corps Study of recurrent flooding <br />• Virginia's MPO's recommended adjustments to the Federal Metropolitan <br />Planning Funds (PL Section 112) for the state distribution formula <br />• Housing Opportunities for All <br />• Broadband funding flexibility <br />• The Virginia Military Community Infrastructure Grant Program (VMCIGP) <br />• Federal funding to help build the Birthplace of America Trail (BoAT) <br />• Federal funding offsetting childcare costs supporting workforce development <br />initiatives <br />• Appropriate Urban Area Security Initiative (UASI) funding for Hampton Roads <br />• Authorizing the full authorized amount of $100M for the Defense Community <br />Infrastructure Program which provides grants to state and local governments to <br />address community infrastructure deficiencies that support or impact military <br />installations <br />• Urging the Navy to consider Hampton Roads for pilot projects and hosting of new <br />naval capabilities regarding the development and testing of manned and <br />unmanned surface and undersea vehicles <br />• A federal study on the feasibility of establishing an additive manufacturing "center <br />of excellence" for ship repair/ship building in Hampton Roads <br />
