R-23-46 A RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR 2024 AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR FUNDING AND SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. WHEREAS, the Virginia Department of Health provides annual funding for the Portsmouth Health Department; and WHEREAS, the estimated amount of funding provided and to be provided by VDH for Fiscal Year 2024 is $2,812,864; and WHEREAS, as a condition of receiving the state funding, the City is required to enter into an Agreement with the Virginia Department of Health to govern the funding and services provided, and to provide local matching funding; and WHEREAS, the estimated local funding required for Fiscal Year 2024 is $905,986 in local matching funds and $200,000 in additional local funds for a total of $1,105,986, which amount has previously been appropriated in the FY 2024 General Fund Budget; and WHEREAS, the Portsmouth Health Department provides crucial health services for Portsmouth residents; and WHEREAS, the $200,000 in additional local funds noted above will target opioid misuse and infectious diseases, including the development of prevention strategies and treatment infrastructure; NOW THEREFORE BE IT RESOLVED that the Council of the City of Portsmouth, Virginia approves and authorizes the FY 2024 Agreement with the Virginia Department of Health for Funding and Services of the Portsmouth Health Department in substantially the form attached hereto as Exhibit A; and BE IT FURTHER RESOLVED that the City Manager is authorized to execute and deliver the said Agreement and to take such additional actions and execute such further agreements as are necessary or desirable in furtherance of the purposes of this Resolution and the Agreement.
