b 20 -114 AN ORDINANCE MODIFYING, APPROVING AND AFFIRMING CATEGORIES OF EXPENDITURES FOR AMERICAN RESCUE PLAN ACT FUNDING. WHEREAS, the City received its first round of American Rescue Plan Act (ARPA) funding in the amount of $28,421,282 from the federal government in 2021 and by Ordinance 2021 -61 adopted on July 27, 2021 City Council appropriated the first round ARPA funding to the Grants Fund; and WHEREAS, the City received its second round of ARPA funding in the amount of $28,421,282 in 2022 and by Ordinance 2022 -61 adopted on August 9, 2022 City Council appropriated the second round ARPA funding to the Grants Fund; and WHEREAS, the total amount of ARPA funding appropriated to the Grants Fund is $56,842,564; and WHEREAS, by Ordinance 2022 -83 adopted on September 27, 2022 City Council approved categorical expenditures for $22,900,000 of the ARPA funding; and WHEREAS, during public work sessions held in 2021 City Council reached consensus on additional categories of expenditure for ARPA funding, and during the public work session held on November 22, 2022 City Council was briefed on the status of these ARPA expenditures and discussed certain modifications; and WHEREAS, this ordinance approves the modified additional categorical expenditures based on the discussion at the November 22, 2022 work session; and WHEREAS, the modified categorical expenditures approved by this ordinance plus the categorical expenditures approved by Ordinance 2022 -83 adopted on September 27, 2022 (which are not hereby modified) total $56,642,564; and WHEREAS, the balance of ARPA funding remaining for City Council approval after adoption of this ordinance is $200,000; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it hereby approves and affirms the categorical expenditures of ARPA funding shown on Exhibit A hereto. 2. That the City Manager is authorized to take such actions and establish such schedules, processes, and guidelines as she deems necessary or appropriate to implement the initiatives for which expenditures are approved. 3. That this ordinance does not modify or amend Ordinance 2022 -83 adopted on September 27, 2022, which shall remain in full force and effect.
