6. Form of Bond and Indenture. The Bonds shall he in substantially the form attached <br />as Exhibit A to the Financing Agreement and on file in the City's records, with such appropriate <br />variations, omissions and insertions as are permitted or required by this Ordinance or any <br />subsequent ordinance or resolution of the City Council. There may he endorsed on the Bonds such <br />legend or text as may be necessary or appropriate to conform to any applicable rules and <br />regulations of any governmental authority or any usage or requirement of law with respect thereto. <br />The Indenture shall be in substantially the same form on file in the City's records, pledging the net <br />revenues derived from the ownership and operation of the City's water and sewer systems to <br />payment of the principal of, premium, if any, and interest on the Bonds, and contain such other <br />provisions as the City Representative shall determine to be necessary and appropriate. <br />7. Appointment of Registrar and Paying Agent. The City Representative is hereby <br />authorized and directed to appoint as Registrar and Paying Agent for the Bonds, a bank or other <br />financial institution capable of performing such duties, and in the absence of such appointment the <br />Chief Financial Officer is appointed Registrar. <br />The City Representative may appoint a subsequent Registrar or one or more Paying Agents <br />for the Bonds by giving written notice to VRA specifying the name and location of the principal <br />office of any such Registrar or Paying Agent. <br />8. Execution and Delivery of Bonds. The City Manager is hereby authorized and <br />directed to execute the Bonds. The Clerk of the City is hereby authorized and directed to affix the <br />seal of the City to the Bonds and attest the seal. The City Manager is further authorized and <br />directed to deliver the Bonds to or at the direction of VRA upon payment of the purchase price <br />therefor. The City Manager or the Clerk, or both, may execute and affix the seal, as applicable, <br />by facsimile, provided, however, that if the signatures of the City Manager and the Clerk are both <br />I on <br />
