EXHIBIT A <br />Approved 2023 Federal Legislative /Budget Initiatives in Brief <br />The items listed below have been shared and approved by the Portsmouth City Council <br />for inclusion in the City's 2023 Federal Legislative Initiatives Package for adoption by <br />Resolution November 22, 2022. <br />Legislative Initiatives: <br />In general, the Portsmouth City Council stands in agreement with the National League <br />of Cities and the Hampton Roads Military and Federal Facilities Alliance (HRMFFA) on <br />numerous issues included in their 2023 Federal Public Policy Positions. This includes <br />positions such as: <br />• Oppose any unfunded mandates including efforts to require local governments <br />to employ a unified financial reporting system: <br />o This would require local governments to reformat and upgrade their <br />financial reporting systems making it easier for federal government <br />financial reporting at a significant expense to local governments <br />• Oppose any effort to claw -back any allocated but not appropriated American <br />Rescue Plan Act (ARPA) funds <br />• Support appropriate Urban Area Security Initiative (UASI) funding for Hampton <br />Roads <br />• Support authorizing the full authorized amount of $100M for the Defense <br />Community Infrastructure Program which provides grants to state and local <br />governments to address community infrastructure deficiencies that support or <br />impact military installations <br />• Support urging the Navy to consider Hampton Roads for pilot projects and <br />hosting of new naval capabilities regarding the development and testing of <br />manned and unmanned surface and undersea vehicles <br />• Support a federal study on the feasibility of establishing an additive <br />manufacturing "center of excellence" for ship repair /ship building in Hampton <br />Roads <br />• Support President Biden's FY2023 budget request of $246.2M for military <br />installations in Hampton Roads: <br />o $22.5M is for DLA Hazmat Warehouse at Norfolk Naval Shipyard in <br />Portsmouth <br />• Support Congress passage of the ARPA Flex bill to continue necessary funding <br />to the Department of Treasury for ARPA Support staff <br />
