EXHIBIT A <br />Approved 2023 State Legislative /Budget and Public Policies Initiatives - In Brief <br />The items listed below have been shared and approved by the Portsmouth City Council <br />for inclusion in the City's 2023 State Legislative Initiatives Package adopted by <br />Resolution November 22, 2022. <br />Legislative Initiatives: <br />For the 2023 Virginia General Assembly, the Portsmouth City Council has not included <br />any legislative requests. <br />Budget Initiatives: <br />The City of Portsmouth's 2023 Legislative Initiatives Package includes the following two <br />budget amendment requests: <br />1. A minimum $1 M Increase for Virginia Port Authority Road Impact Fees <br />2. A $4.8M matching grant completing the $24,100,000 needed for the Complete <br />High Street Innovation Corridor Project, of which a $19.3M federal RAISE grant <br />was awarded to the City <br />Statewide Public Policy Initiatives: <br />In general, the Portsmouth City Council supports the 2023 State Legislative Priorities of <br />its numerous partners such as the Virginia Municipal League, Virginia First Cities, <br />Hampton Roads Planning District Commission, Hampton Roads Transportation <br />Planning Commission, and several others. A few of these positions are highlighted <br />below: <br />Support: <br />• An increase in State assistance to local law enforcement (599 funding) <br />• Replacement of RGGI Funding if the program is discontinued <br />• The school construction grant program being consistently and adequately funded <br />• Consistent $50M annual funding of the Stormwater Local Assistance Fund <br />• State assistance decreasing time demands on Police Officers with Temporary <br />Detention Orders (TDOs), to include providing funding for needed mental health <br />resources /staff employed to transition these roles away from local police officers <br />• Local authority to establish an excise tax on the sale of vaping products to <br />include Cannibas products <br />Oppose: <br />• State limits placed on local authority over management of local school districts; <br />reduction /diversion of state funds and resources intended for local public schools <br />to fund charter, college partnership laboratory schools, or other state initiatives of <br />this nature <br />
