UP -22 -13 <br />3985 Twin Pines Road <br />(Tax Parcel 0846 -0021) <br />ALL THAT certain lot, piece or parcel of land, with the buildings and <br />improvements thereon and the appurtenances thereunto belonging, <br />situated, located and being in the City of Portsmouth, Virginia, and <br />being known, numbered and designated as Parcel 2B on that certain <br />plat entitled "RESUBDIVISION OF PARCEL 2 & 3 OF TOWNE <br />POINT PLAZA, PORTSMOUTH, VIRGINIA, SCALE F= 100', <br />January 22, 1988, Reference: M.B. 13, P. 241- 244 ", prepared by <br />Horton & Dodd, P.C., Surveyors- Engineers - Planners, which plat is <br />recorded in the Clerk's Office of the Circuit Court of the City of <br />Portsmouth, Virginia, in Map Book 14, at Pages 64 and 65. <br />IT BEING the same property conveyed to Parkway Holding LLC by <br />Transfer Deed from Parkway Christian Center, Inc. dated March 31, <br />2017 and recorded in the Clerk's Office of the Circuit Court for the <br />City of Portsmouth, Virginia as Instrument Number 170005555. <br />6. That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br />(a) Prior to initially operating the event space/banquet hall establishment and <br />so long as the establishment remains in operation, the owners and/or <br />operators of the establishment shall install and maintain digital video <br />equipment with recording capabilities sufficient to indicate the date and <br />time that the recording is made. The recording shall provide surveillance <br />coverage encompassing the front, side, and rear exteriors of the <br />establishment for 24 hours a day. Recorded data must be maintained in a <br />condition permitting review of the information for a period of no less than <br />thirty days. <br />(b) The event space/banquet hall shall not create unreasonable environmental <br />aspects such as noise, odor, smoke, vibration, heat, or glare. <br />(c) Noise from the establishment shall comply with City Code Sec. 24 -255 <br />Unlawful Excessive Sound. <br />(d) Without limitation, prior to initially operating the event space/banquet <br />hall, a Zoning Permit must be obtained from the Zoning Administrator and <br />a Certificate of Occupancy (CO) must be obtained from the Department of <br />Permits and Inspections. <br />
