2115 High Street <br />(Tax Parcel 0171 -0160) <br />ALL THAT certain lot, piece or parcel of land, lying, situate and being <br />in the City of Portsmouth, Commonwealth of Virginia, and being <br />known, numbered and designated as Parcel B, as shown on that certain <br />plat entitled, "Minor Resubdivision of Property of Westview Building <br />Corporation, Located at #21 1 1 & #2115 High Street, Portsmouth, <br />Virginia ", dated June 19, 1990, prepared by Hoggard/Eure Associates <br />as recorded in the Clerk's Office of the Circuit Court of the City of <br />Portsmouth, Virginia in Map Book l5 at Page 43. <br />IT BEING all that certain property conveyed to Bountiful Blessings <br />Day Care, LLC by Deed from GHH Loudoun High LLC dated August <br />1, 2016 and recorded in the Clerk's Office of the Circuit Court for the <br />City of Portsmouth, Virginia as Instrument Number 160007547. <br />6. That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br />(a) Prior to initially operating the event spacelbanquet hall establishment and <br />so long as the establishment remains in operation, the owners and /or <br />operators of the establishment shall install and maintain digital video <br />equipment with recording capabilities sufficient to indicate the date and <br />time that the recording is made. The recording shall provide surveillance <br />coverage encompassing the front, side, and rear exteriors of the <br />establishment during the operating hours of the establishment and for at <br />least one additional hour after the close of business. Recorded data must <br />be maintained in a condition permitting review of the information for a <br />period of no less than thirty days. <br />(b) The event space /banquet hall shall not create unreasonable environmental <br />aspects such as noise, odor, smoke, vibration, heat or glare. <br />(c) Noise from the establishment shall comply with City Code Sec. 24 -255 <br />Unlawful Excessive Sound. <br />(d) Any building housing live entertainment shall include soundproof <br />entryway and exit doors. <br />(e) Without limitation, prior to initially operating the event space/banquet hall <br />establishment, a Zoning Permit must be obtained from the Zoning <br />Administrator and a Certificate of Occupancy (CO) must be obtained from <br />the Department of Permits and Inspections. <br />
