2115 High Street (Tax Parcel 0171 -0160) ALL THAT certain lot, piece or parcel of land, lying, situate and being in the City of Portsmouth, Commonwealth of Virginia, and being known, numbered and designated as Parcel B, as shown on that certain plat entitled, "Minor Resubdivision of Property of Westview Building Corporation, Located at #21 1 1 & #2115 High Street, Portsmouth, Virginia ", dated June 19, 1990, prepared by Hoggard/Eure Associates as recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth, Virginia in Map Book l5 at Page 43. IT BEING all that certain property conveyed to Bountiful Blessings Day Care, LLC by Deed from GHH Loudoun High LLC dated August 1, 2016 and recorded in the Clerk's Office of the Circuit Court for the City of Portsmouth, Virginia as Instrument Number 160007547. 6. That the use permit is approved subject to the following conditions which shall be observed by the applicant and any successor in interest: (a) Prior to initially operating the event spacelbanquet hall establishment and so long as the establishment remains in operation, the owners and /or operators of the establishment shall install and maintain digital video equipment with recording capabilities sufficient to indicate the date and time that the recording is made. The recording shall provide surveillance coverage encompassing the front, side, and rear exteriors of the establishment during the operating hours of the establishment and for at least one additional hour after the close of business. Recorded data must be maintained in a condition permitting review of the information for a period of no less than thirty days. (b) The event space /banquet hall shall not create unreasonable environmental aspects such as noise, odor, smoke, vibration, heat or glare. (c) Noise from the establishment shall comply with City Code Sec. 24 -255 Unlawful Excessive Sound. (d) Any building housing live entertainment shall include soundproof entryway and exit doors. (e) Without limitation, prior to initially operating the event space/banquet hall establishment, a Zoning Permit must be obtained from the Zoning Administrator and a Certificate of Occupancy (CO) must be obtained from the Department of Permits and Inspections.
