4. The City Manager is responsible for the overall development and <br />implementation of the City's Classification and Pay Plan and for promulgating policies and <br />procedures for the equitable administration of the plan. <br />5. The City Manager is hereby authorized to establish policies governing the <br />award of any additional compensation to employees in positions exempt from the overtime <br />provisions of the Fair Labor Standards Act (FLSA) and the circumstances under which <br />such compensation may be made. <br />6. The City Manager is hereby authorized to develop, administer and <br />implement the Classification and Pay Plan for all classes of City of Portsmouth employees <br />effective July 1, 2021 and thereafter. <br />7. The original proposed FY 2022 City Operating Budget recommended funding <br />for a general wage increase for general and public safety City employees. However, the <br />budgetary funding for the general wage increase was based on estimates of City revenues that <br />may be impacted by the COVID-19 pandemic. Therefore, the City Manager will monitor <br />City revenues and if it appears that revenues actually received by the City are or will be less <br />than the revenue estimates on which the adopted City budget is based, it may be necessary or <br />prudent for the City Manager not to move forward with the recommendation for the wage <br />increase. At such time as the City Manager may determine appropriate, general (including <br />City Council appointees who are subject to the Classification and Pay Plan) and public <br />safety employees who were hired on or before June 30, 2021 (but excluding Constitutional <br />Officers and their employees, and part-time, temporary and grant funded employees) may <br />receive a general wage increase of up to 3 %. <br />8. There shall be no adjustments of retirement allowances (0 %) as prescribed <br />in Sections 30 -122 and 30 -243 of the Code of the City of Portsmouth, Virginia (2006). <br />9. That Ordinance No. 2020 -39, adopted on May 12, 2020, is hereby repealed. <br />10. That this Ordinance, together with the policies developed by the City <br />Manager in accordance with the terms hereof, constitutes the Fiscal Year 2022 <br />Classification and Pay Plan for the City of Portsmouth. <br />11.
